FIG 02 — WHAT'S IN SCOPE
The Annex decides, not the label.
Wood carries the widest Annex I chapter: most of HS chapter 44 plus listed pulps (47) and papers (48) — in force since Regulation (EU) 2023/1115 as amended, and the successor to a decade of EUTR timber due diligence.
The July 2026 amendments adjusted entries elsewhere but left wood’s listed structure standing (as amended — confirm the current Annex I for exceptions).

FIG 04 — SUPPLY-CHAIN REALITY
Wood enters with the widest product list — most of HS chapter 44, plus pulps (chapter 47) and papers (chapter 48) — and the longest regulatory history: the EUTR ran EU timber due diligence for a decade before the EUDR replaced it.
Geolocation follows the harvest: coupes and concession blocks are naturally polygon-shaped, and most forestry operators already hold spatial harvest records. The DDS work is tying each batch of timber or pulp to the coupe it came from.
Mixed loads — multiple coupes, species and sometimes countries in one shipment — are where evidence gets messy. Keep batch-level links between delivered volume and harvest block.
Paper and board importers inherit the same duty: pulp traces to harvest blocks through mills, and recycled content is out of scope by definition — but the virgin fraction still needs plots. Confirm the current Annex I for chapter 47/48 exceptions.

KEY RISK — WOOD
Mixed-coupe loads and recycled-content blends are where wood evidence thins out. Tie every delivered batch to its harvest block, and separate the recycled fraction.
